
U.S. Republican Senator Cynthia Lummis warned that if the CLARITY Act is not passed during the current Congress, a realistic opportunity to advance digital-asset market-structure legislation again may not come until 2030.
Speaking on the Senate floor on July 30, Lummis said, “If we fail this time, we will not come back next year or the year after,” adding that the next realistic opportunity to advance market-structure legislation could be no earlier than 2030.
She argued that while action on the bill remains stalled, U.S. companies could move overseas, while investment, jobs and tax revenue could be taken by other countries that move faster.
The U.S. Senate is scheduled to hold a cloture vote on September 15 at 2:15 p.m. local time to proceed with consideration of H.R. 3633, the Digital Asset Market Clarity Act. Under Senate rules, cloture for ordinary legislation requires three-fifths of all senators, typically 60 votes.
