White House: Community Banks Were Not Excluded from CLARITY Act Negotiations

Patrick Witt, secretary general of the White House Crypto Council, rejected claims that community banks were excluded from negotiations over the stablecoin compensation provisions of the CLARITY Act.

Witt said on X that both the American Bankers Association (ABA) and the Independent Community Bankers of America (ICBA) attended the relevant White House meetings. He added that individual member banks were also asked directly whether they wanted to attend, but no response was received.

His comments came in response to Jill Castilla, CEO of Citizens Bank of Edmond, who said that community banking representatives around her, including herself, had not been asked by the administration to participate in the negotiations.

Witt emphasized that the compromise on stablecoin compensation, prepared by Republican Senator Thom Tillis and Democratic Senator Angela Alsobrooks, was reached after reflecting the views of major banking associations and individual banks during months of negotiations.
