US House Financial Services Committee Passes Strategic Bitcoin Reserve Bill 28-21

The U.S. House Financial Services Committee passed the ‘United States Reserve Modernization Act (H.R.8957),’ which would institutionalize a strategic Bitcoin reserve, by a vote of 28-21 on the 16th (local time).

The bill would establish a ‘Strategic Bitcoin Reserve’ under the U.S. Treasury and require the consolidated management of Bitcoin obtained by the federal government through criminal and civil forfeitures, among other means. Digital assets other than Bitcoin would be managed in a separate ‘Digital Asset Reserve.’

Bitcoin included in the reserve could not be sold, exchanged, auctioned or pledged as collateral, among other forms of disposal, for at least 20 years. The Treasury would be required to disclose quarterly proof of reserves, including holdings, transactions and whether it controls the private keys, and undergo third-party audits.

The bill also includes provisions protecting the right of individuals and businesses to self-custody and transfer Bitcoin acquired legally. French Hill, chairman of the Financial Services Committee, said the bill aims to strengthen security, transparency and accountability by consolidating the management of government-held Bitcoin and digital assets within the Treasury.
