U.S. House Sharply Cuts September Session, Making Year-End CLARITY Act Passage Difficult Even if Senate Approves

The U.S. House has effectively shortened its September session to one week ahead of the midterm elections, further tightening the legislative timeline for the digital asset market structure bill, the CLARITY Act.

According to Roll Call, a congressional news outlet, House Republican leaders canceled the final two weeks of the September session that had originally been scheduled. The House is expected to return to Washington on September 14 and hold votes for about four days before effectively going into recess until after the midterm elections.

The Senate is also scheduled to return on the 14th. Under the official schedule, a cloture vote is set for 2:15 p.m. on the 15th to begin floor consideration of the CLARITY Act (H.R.3633). This is a procedural vote to advance consideration of the bill, not a final passage vote.

The issue is that if the Senate passes amendments, the House must approve them again, or both chambers must agree on an identical final version. Concerns are growing that the shortened House session will make it difficult to complete all procedures before the midterm elections. Alex Thorn of Galaxy Digital also assessed that the chances of final passage before the election have become very low.
